Registration of three independent floors in residential plots in Haryana started in 2009 under the Congress government and on public demand, the present BJP government in November 2018 allowed the registry of four floors and the policy decision was applied across the state and all residential plots, the Assembly was told on Wednesday. Agriculture and Farmers Welfare Minister J.P. Dalal, in response to a Calling Attention Motion during the Budget session, told the house that when the master plan of any city is prepared, it is done keeping in mind the potential population of 10 years. He said the government would constitute a special committee of town planners which will submit its report on this matter.The minister apprised the House that as of date, approval has been granted for the construction of four floors and registration of floors in about 6,500 cases of colonisers and developers of Haryana. Out of these, on most of the plots, the construction work already stands completed and in many of these, the registration of floors is also completed. In addition, for approximately 12,000 HSVP plots, building plans for stilt plus four floors stand approved. Dalal said at present, there is no immediate requirement to upgrade the existing infrastructure services. The provision of construction of stilt is mandatory in case of stilt plus four floors construction to reduce the parking problem. Though for increasing the ground coverage, the setbacks have been reduced the minimum setbacks have been retained for adequate light and ventilation, he added. He said for monitoring of stilt plus four floors construction in HSVP areas, a mechanism has been developed for information of adjoining plot holders. In case of any complaint of any damage due to construction on adjoining plots, a committee of officers will visit the sites and assess the damage. गुरुग्राम: दिल्ली-गुरुग्राम एक्सप्रेसवे पर सफर करने वालों को अगले 3 महीनों के लिए भारी परेशानी का सामना करना पड़ सकता है। क्‍योंकि लगभग तीन महीने के लिए इस एक्सप्रेसवे के 500 मीटर हिस्से को बंद करने की योजना बनाई जा रही है। भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (NHAI) इस एक्सप्रेसवे पर एक फ्लाईओवर और दो अंडरपास के निर्माण की सुविधा के लिए 500 मीटर के हिस्से को बंद करने की योजना बना रही है। इससे सड़क पर ट्रैफिक जाम की आशंका बढ़ गई है। NHAI के अधिकारियों के अनुसार, एक अंडरपास द्वारका एक्सप्रेसवे को नेल्सन मंडेला मार्ग से जोड़ेगा, जबकि दूसरा द्वारका लिंक रोड को NH-48 से जोड़ेगा। हिंदुस्तान टाइम्स की रिपोर्ट के अनुसार, ट्रैफिक पुलिस अधिकारियों ने कहा कि जब दो अंडरपास और फ्लाईओवर का निर्माण किया जा रहा है, तो राजमार्ग पर वाहनों को एनएचएआई द्वारा दिल्ली की ओर कैरिजवे के बगल में निर्मित स्लिप रोड की ओर मोड़ दिया जाएगा। एएस यादव, विशेष पुलिस आयुक्त (यातायात) ने कहा कि शिव मूर्ति चौराहे के पास NH-48 पर यातायात को मुख्य राजमार्ग से नवनिर्मित स्लिप रोड की ओर मोड़ दिया जाएगा। NHAI के अधिकारियों के अनुसार, निर्माण कार्य 90 दिनों के भीतर पूरा हो जाएगा । लगभग 75,000 वाहन प्रतिदिन यहां से गुजरते हैंएएस यादव ने कहा कि ट्रैफिक पुलिस ने इस खंड पर मार्ग और यातायात की मात्रा का विश्लेषण किया है। 14 मार्च तक वो NHAI को अनापत्ति प्रमाण पत्र देंगे ताकि वे निर्माण कार्य शुरू कर सकें। स्लिप रोड से डायवर्जन यात्रियों के लिए बड़ी समस्या पैदा नहीं करेगा क्योंकि ये सड़कें संकरी नहीं हैं। उन्होंने अनुमान लगाया कि लगभग 75,000 वाहन प्रतिदिन यहां से गुजरते हैं। नए निर्माण से द्वारका की ओर जाने वाले यात्रियों के लिए यात्रा के समय में कमी आएगी। 2019 में शुरू हुआ था इस परियोजना का कामइस परियोजना पर काम 2019 में शुरू हुआ था और 2021 में पूरा होने की उम्मीद थी, लेकिन कोविड-19 महामारी के कारण, दिल्ली और गुरुग्राम दोनों खंडों के लिए समय सीमा को संशोधित किया गया था। गुरुग्राम सेक्शन का काम इस साल जुलाई तक पूरा होने की उम्मीद है, जबकि दिल्ली सेक्शन का काम 2024 तक पूरा होने की उम्मीद है।
